The remarkable 20th National Congress of the CPC opened in the Great Hall of the People on the morning of the 16th.
¡¡¡¡The theme of the conference is to hold high the great banner of socialism with Chinese characteristics, fully implement the thought of socialism with Chinese characteristics for a new era, carry forward the great spirit of party building, be confident and self reliant, be honest and innovative, work hard and forge ahead bravely, and work together to build a socialist modern country in an all-round way and promote the great rejuvenation of the Chinese nation in an all-round way.

¡¡¡¡The conference was chaired by Li Keqiang. The meeting began at 10 a.m. The audience stood up and sang the national anthem of the People's Republic of China. Later, all comrades observed a silent mourning for the late proletarian revolutionaries and revolutionary martyrs of the older generation, such as Mao Zedong, Zhou Enlai, Liu Shaoqi, Zhu De, Deng Xiaoping and Chen Yun.
¡¡¡¡Li Keqiang announced that 2296 delegates should attend the 20th National Congress of the Communist Party of China, 83 specially invited delegates, a total of 2379, and 2340 today. He extended a warm welcome to non party friends and responsible comrades from relevant parties attending the conference as nonvoting delegates.

¡¡¡¡The report of the 19th Central Committee to the General Assembly is divided into 15 parts: First, the work of the past five years and the great changes in the decade of the new era; 2¡¢ To open up a new realm of sinicization and modernization of marxism; 3¡¢ The mission and task of the CPC in the new era and new journey; 4¡¢ Accelerate the construction of a new development pattern and focus on promoting high-quality development; 5¡¢ Implement the strategy of rejuvenating the country through science and education, and strengthen the talent support for modernization; 6¡¢ We will develop people's democracy throughout the process and ensure that people are masters of the country; 7¡¢ Adhere to the rule of law in an all-round way and promote the construction of China under the rule of law; 8¡¢ Promote cultural self-confidence and self-improvement, and create new brilliance of socialist culture; 9¡¢ Improve people's livelihood and quality of life; 10¡¢ Promote green development and harmonious coexistence between human and nature; 11¡¢ We will modernize the national security system and capabilities and resolutely safeguard national security and social stability; 12¡¢ We will achieve the centenary goal of building the armed forces and usher in a new phase in the modernization of national defense and the armed forces; 13¡¢ Adhere to and improve the "one country, two systems" to promote the reunification of the motherland; 14¡¢ Promote world peace and development and build a community with a shared future for mankind; 15¡¢ We will unswervingly and strictly govern the Party in an all-round way, and further advance the great new project of building the Party in the new era.

¡¡In summing up the ten years of work in the new era,The past decade marked three major events of great immediate importance and profound historical significance for the cause of the Party and the people. We embraced the centenary of the Communist Party of China; we ushered in a new era of socialism with Chinese characteristics; and we eradicated absolute poverty and finished building a moderately prosperous society in all respects, thus completing the First Centenary Goal. This is a historic victory won by the CPC and the Chinese people in their united struggle, a historic victory that shines brightly in the history of the development of the Chinese nation, and a historic victory that has far-reaching impact on the world.
¡¡¡¡Over the past decade, we have withstood risks, challenges, and trials in the political, economic, ideological, and natural domains, secured historic achievements and seen historic changes in the cause of the Party and the country, and taken China on a new journey toward building a modern socialist country in all respects. ¡¡¡¡When talking about the mission and task of the CPC in the new era and new journey, the President pointed out that from now on, the central task of the CPC is to unite and lead the people of all ethnic groups in the country to comprehensively build a strong socialist modernization country, achieve the second centennial goal, and comprehensively promote the great rejuvenation of the Chinese nation with Chinese path to modernization. ¡¡¡¡The President stressed that we must fully, accurately and comprehensively implement the new development concept, adhere to the reform direction of the socialist market economy, adhere to a high level of opening up, and accelerate the construction of a new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other. We should build a high-level socialist market economy, build a modern industrial system, comprehensively promote rural revitalization, promote coordinated regional development, and promote high-level opening up.
¡¡¡¡The President pointed out that science and technology are the first productive force, talent is the first resource, and innovation is the first driving force. We should thoroughly implement the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through talents, and the innovation driven development strategy, open up new areas and new tracks for development, and constantly shape new driving forces and new advantages for development. The President pointed out that the rule of law must play a better role in safeguarding the fundamental, stable expectations and long-term interests, and comprehensively build a modern socialist country on the track of the rule of law. We should improve the socialist legal system with Chinese characteristics, with the Constitution at its core, steadily promote administration according to law, strictly and impartially administer justice, and accelerate the building of a society ruled by law.
The President said that we should build a socialist ideology with strong cohesion and leadership, widely practice socialist core values, improve the level of civilization of the whole society, prosper and develop cultural undertakings and industries, and enhance the influence of the spread of Chinese civilization.
The President pointed out that the fundamental interests of the overwhelming majority of the people should be well realized, safeguarded and developed, the most immediate and realistic interests of the people should be closely grasped, and the best efforts should be made. We will improve the distribution system, implement the employment priority strategy, improve the social security system, and promote the building of a healthy China.
The President stressed that we must firmly establish and practice the concept that green water and green mountains are golden mountains and silver mountains, and plan for development at the height of harmonious coexistence between man and nature. We should accelerate the green transformation of the development mode, deeply promote the prevention and control of environmental pollution, improve the diversity, stability and sustainability of the ecosystem, and actively and steadily promote carbon peak and carbon neutralization.
The President proposed that we should unswervingly implement the overall concept of national security and maintain national security throughout all aspects of the Party and state work. We should improve the national security system, enhance our ability to safeguard national security, improve public security governance, and improve the social governance system.
The President said that it is a strategic requirement for building a modern socialist country in an all-round way to achieve the centenary goal of building the army on schedule and accelerate the building of the people's army into a world-class army. We should comprehensively strengthen military training and preparations, comprehensively strengthen military governance, and consolidate and improve the strategic system and capabilities of an integrated country.
The President stressed that "one country, two systems" is a great initiative of socialism with Chinese characteristics and the best institutional arrangement for maintaining long-term prosperity and stability after the return of Hong Kong and Macao, which must be adhered to for a long time. We will continue to govern Hong Kong and Macao in accordance with the law, implement the central government's overall governance, implement the principles of "patriot governing Hong Kong" and "patriot governing Macao", support Hong Kong and Macao to better integrate into the overall national development, and play a better role in realizing the great rejuvenation of the Chinese nation. We will continue to strive for the prospect of peaceful reunification with the utmost sincerity and effort, but we reserve the option of taking all necessary measures. The complete reunification of the motherland must and can be achieved!
The President said that at present, changes in the world, times and history are taking place in an unprecedented manner. China firmly pursues an independent foreign policy of peace, adheres to developing friendly cooperation with other countries on the basis of the Five Principles of Peaceful Coexistence, and adheres to the basic state policy of opening up. The Chinese people are willing to work with the people of the world to create a better future for mankind!
The Chairman pointed out that the whole party must keep in mind that the overall strict governance of the party is always on the way, and the party's self revolution is always on the way. There must be no slackness, fatigue and weariness. We must persevere in promoting the overall strict governance of the party, deeply promote the new great project of party building in the new era, and lead the social revolution with the party's self revolution.
He stressed that we should adhere to and strengthen the centralized and unified leadership of the Party Central Committee, unswervingly use the socialist ideology with Chinese characteristics for a new era to forge the soul, improve the normative system of the Party's self revolution system, build a contingent of high-quality cadres worthy of the important task of national rejuvenation, enhance the political and organizational functions of the Party organization, adhere to a strict tone to strengthen the right style and eliminate discipline, and resolutely win the long battle against corruption.
